Ms. Leigh Starr is the Director, VHA High Reliability Enterprise Support, providing leadership oversight for support of VHA’s High Reliability Organization (HRO) transformation. Until September 2022, Ms. Starr served as the Deputy Director of the VHA Office of Systems Redesign and Improvement, leading the transition of VHA's national HRO Support from the VHA Office of Healthcare Transformation to VHA Quality and Patient Safety. She joined the national Systems Redesign and Improvement team in 2010, with various leadership roles focused on Patient Flow Optimization, Systems Redesign Education, and Inpatient/Specialty Systems Redesign, along with the Deputy Director position. Prior to assuming a national role in VHA, Ms. Starr served as the Administrative Lead for the VISN 6 Tertiary Care Service Line and, prior to that, she served as the Chief of Quality Management at the Hampton VA Medical Center (Hampton, Virginia). Before joining VHA in 2004, Ms. Starr was the Chief of Performance Improvement and Planning at an Air Force hospital following her service as an active duty Air Force Medical Service Corps Officer, holding leadership positions in patient administration, medical readiness, logistics and facility management, managed care, resource management, group practice administratoon, and operations. In parallel to her VA career, Lieutenant Colonel Starr served as a reserve officer, retiring from the Air Force with 24 years of service, culminating in two Senior Administrator positions, one in an Aerospace Medicine Squadron for which she co-led activation and one with the 633d Medical Group, both units aligned with Joint Base Langley-Eustis. Ms. Starr has been a Fellow of the American College of Healthcare Executives since 2008. She is also a Leadership VA, VHA Executive Career Field, and Partnership for Public Service Fellowship graduate and holds Lean Six Sigma Black Belt and Prosci® Change Practitioner certifications. At the outset of her career, she received a Bachelor of Arts from The College of William and Mary and a Master of Health Administration from Virginia Commonwealth University.
